A Democrat on the legislature's Joint Finance Committee says Governor Walker's budget appears to favor prison inmates over law-abiding citizens when it comes to using federal Medicaid funds for health care.
Two governors met in Milwaukee today for a closed-door fundraiser, while outside the event, groups raised concerns about health care coverage for people who typically do not give a lot of money to politicians.
